Palm Beach County quotes get compared to Broward and Miami-Dade quotes all the time, and the comparison slips because the code map changes at the county line. Palm Beach County is not in the High-Velocity Hurricane Zone. Miami-Dade and Broward are. A lot of coastal and near-coastal Palm Beach County is still in the Wind-Borne Debris Region, so opening protection is still required, but the minimum approval and the missile test can differ with the site. That is the first reason a Boca Raton number should not be copied from a Hollywood invoice.
The second reason is the houses. Boca Raton and Delray Beach have a mix of Mizner-influenced elevations, newer golf-course homes, and true coastal buildings. West Palm Beach runs from downtown condos to older single-family neighborhoods. Wellington, Royal Palm Beach, and the western communities tend toward larger suburban plans with repetitive openings and big sliders to a lanai. None of those is a "Palm Beach average." Our South Florida cost guide is the right place for broad, hedged ranges. A county page can only tell you which local facts move a quote around those ranges.
Product approval is a choice, not just a minimum
Outside the HVHZ, a Florida Product Approval is often the legal minimum, and the large-missile versus small-missile requirement depends on the site, including how close the house is to the coast. A house in coastal Boca or Highland Beach is not reviewed like a house well inland in Wellington. We still specify Miami-Dade NOA products on many Palm Beach jobs, using CGI, PGT, ES Windows, or Custom Window Systems, because the NOA clears a higher bar and simplifies a future sale or insurance question. That is a recommendation, not a claim that every inland Palm Beach opening is legally required to carry an NOA. The proposal should say which approval is being used and why.
Design pressure still applies either way. A wide fixed window on an exposed two-story elevation in Boca can need a stronger assembly than a small bedroom window on the same house. Impact glass that was never tested at that size or pressure is not a bargain. It is a product the inspector can reject.
What local houses do to the scope
Boca and parts of Delray often ask for divided-lite patterns, specific frame colors, and French doors or picture windows that match an existing elevation. Some neighborhoods and associations add an appearance review on top of the building permit. We check that before we order, because a frame color that the city would allow can still be the wrong color for the street. Western communities such as Wellington more often turn on quantity: more openings, a large sliding glass door, and a garage that still needs to be discussed if the goal is whole-home opening protection.
Older coastal cottages and pre-code houses in Lake Worth Beach, Lantana, and parts of West Palm Beach bring the same stucco and odd-size issues we see in Broward, plus salt exposure if the house is near the Intracoastal or the beach. Replacement there is a window replacement project with real patching, not a swap of stock units. Newer houses with flanges already detailed can go faster, which is a labor difference you should see in the proposal.
Comparing a Palm Beach quote to a Broward quote
Do not assume Palm Beach is simply "cheaper Broward." Sometimes the minimum product is different. Sometimes the house is larger and the number goes the other way. Put the quotes next to each other and check series, approval type, design pressure, stucco or trim, permit jurisdiction, and whether doors are included. Boca Raton, Delray Beach, West Palm Beach, and Wellington permit through their own building departments. Unincorporated pockets follow county review. The fee and the calendar are local even when the glass is not.
Insurance credits are also not a county coupon. After the glass is in and the permit is closed, a wind-mitigation inspection documents the openings. The carrier sets the credit. We do not quote a guaranteed percentage. If you are planning the payment, start with financing. If the house might qualify for a state grant, read the My Safe Florida Home rules before anyone orders material. Grants go up to $10,000 for qualifying homes, and starting too early can disqualify the job.
A note on western Palm Beach County and the coast
Jupiter, Palm Beach Gardens, and the barrier-island towns sit in a different wind conversation than a house in Wellington or Royal Palm Beach, even though all of them share a county. The closer you are to open water, the more likely the opening is in a higher debris region and the more the hardware has to live with salt. That can mean a different series, not just a different paint color. Interior counties of the same house still matter: a loggia that stays dry under a deep tile roof is not the same exposure as a stair window on the ocean side. We write those as separate lines so a Palm Beach quote can be compared with a Broward quote without pretending the code maps match. If someone gives you one number for "South Florida" and will not say which approval it uses, ask again before you use it as a budget.

Frequently Asked Questions
Is Palm Beach County in the High-Velocity Hurricane Zone?
No. The HVHZ is Miami-Dade and Broward. Much of coastal Palm Beach County is still in the Wind-Borne Debris Region, so impact protection is commonly required, but the approval path is not identical to Broward.
Will a Florida Product Approval pass in Boca Raton?
Often it is the minimum outside the HVHZ, subject to the site's wind-borne debris and design-pressure requirements. Many homeowners still choose a Miami-Dade NOA product. The permit set should name which approval is being used.
Why might a Wellington quote differ from a Boca quote?
Wellington jobs are often larger suburban plans with big sliders. Boca jobs more often add custom profiles, divided lites, coastal exposure, and association or appearance review. The opening list matters more than the county name.
Does a lower Palm Beach minimum mean I should skip impact glass?
No. If the site is in the Wind-Borne Debris Region, the openings still need approved protection. Impact glass is the option that stays in place without panels. Shutters remain the other code path.
